Duties and Responsibilities

The City Manager is the Chief Executive and Administrative Officer of the city. The duties and responsibilities include: implementation of policy decisions made by Council, recommending to Council all necessary action to protect the best interest of the city, the preperation and submission of the recommended budget, advising Council of the financial condition and future needs of the city, appoints, removes, suspends, and disciplines officers and city employees, excercises general supervision of all city departments through department supervisors.

Biography

City Manager John A. DeStefano, Jr. became only the seventh City Manager since the position was established in 1925; when he was appointed to the position in February 2004. Prior to accepting the position as manager, John held the position of 5th Ward Councilman for five terms beginning in July 1995.

John is a lifelong resident of Follansbee and was educated in Brooke County Schools and West Liberty State College. He brings a diverse background in insurance, finance, and 27 years of sales and marketing to the position. Also by serving as a Councilman for nine and a half years prior to accepting the position, he has a good understanding of Council's point of view and how they have to deal with the public's best interest.

John has been married for 28 years to his wife Cathy; they are the proud parents of two children: Nicole ,who currently attends WVU as a graduate student, and Julie, who attends Wheeling Jesuit University on a soccer scholarship and also on the Dean's list.

John has an open door policy and is always ready to greet anyone in the city. Providing service to the citizens is top priority.
